Run the attorney-assignment batch inside explicit transaction boundaries.

## Steps

1. Call `OnTransactionStart`.
2. Run `clsAssignmentProcess`.
3. In a `Finally` block, call `OnTransactionStop(WriteResult)` and rethrow failures.
4. Evaluate `Testing` so non-production runs stay in test mode.
